The article describes the complete design, validation and reliability testing of a questionnaire intended to measure the universal accessibility of the on-line services provided by Spain’s National Distance-Education University (UNED).
Following a thorough review of the literature and of the regulatory framework (WCAG 2.1, UNE-EN 301 549, Royal Decree 1112/2018), an initial pool of items was created covering user experience, technical barriers and usability.
A multidisciplinary panel of experts assessed the relevance of each item (mean > 4/5). A pilot study involving 202 students produced Cronbach’s alpha = 0.987 and a content-validity ratio above 0.75.
The results confirm the robustness of the tool, which can be adapted to other educational settings to monitor legal compliance and to improve the quality of digital university services.
