The paper offers an in-depth assessment of how the European framework for accessible tourism—Directive (EU) 2019/882 together with passenger-rights regulations—is transposed and practically enforced in Spain, Italy and Portugal.

Through documentary analysis of acts, regulations and national plans issued between 2019 and 2023, combined with semi-structured interviews of public- and private-sector stakeholders, the authors reveal an uneven scenario: Spain stands out thanks to its UNE-ISO 21902 guidelines and regional action plans, whereas Italy and Portugal lag behind in inspection systems and sanctioning powers.

The study develops compliance indicators and recommends tighter oversight, fiscal incentives and data-interoperability measures to ensure inclusive tourist environments and experiences throughout Southern Europe.
