This paper reviews the Spanish regulatory corpus that governs housing accessibility and evaluates its adequacy for delivering Universal Design. Using a systematic PRISMA-based document search, the authors catalogue three national laws, three royal decrees and the Technical Building Code provisions in force as of December 2023, including the pioneering 2022 Cognitive Accessibility Act, then analyse their scope, enforcement mechanisms and gaps.
The study proposes specific improvements—e.g., periodic audits, clearer conversion guidelines and incentives for inclusive refurbishment—to ensure new and existing dwellings support autonomy, safety and dignity for all residents.
