Description

Modern and future-proof IT is expected to be accessible and usable without barriers. Section 12a (1) sentence 2 of the Disability Equality Act (BGG) requires that electronically supported administrative processes as well as the procedures for electronic processing and electronic file management, including electronic documents and forms, be accessible. Identical or comparable obligations also arise from the equal opportunities for disabled persons laws of the federal states as well as from numerous specialized laws.

This guide shows how the accessibility requirements can be implemented in a tendering and award procedure for a new IT solution to be developed (desktop and web application).

The guidelines do not apply to standard software and software that is adapted to customer requirements. This guide contains numerous templates with specific suggestions and examples that can be incorporated into the tender and award documents.

The individual formulation suggestions are each preceded by a brief explanation (objective) which explains why the text module is important for the tendering and award procedure. The text modules are supplemented by notes on the existing adaptation options.
