The article describes user groups, that are in a disadvantageous position in today's unavoidable digital world. It shows that the general practice is the removal of apparent barriers, which does not actually provide digital access for users with disabilities. It maps the issue of legal regulation in the area, covering the current EU and domestic legislation. It shows what legal frameworks and tools there are for the enforcement of interests, but it states that since the requirements are also mostly general expectations at a theoretical level, the specific design aspects are not fixed.

The consequence of this is that the application and accountability of the requirement are also very flexible. It draws attention to the fact that the relevant regulation expects requirements for which the authorities and market players do not have the appropriate knowledge and experience.

Its conclusion is that under these circumstances, digital accessibility requirements cannot be enforced but rather represents only a goal to be achieved.
