Description
The “Graz Inklusiv” strategy is Austria’s first municipal inclusion strategy and aims to ensure equal participation in urban life for all people, regardless of age, disability, gender, or background.
It operationalizes the UN Convention on the Rights of Persons with Disabilities at the city level and outlines a coordinated action plan for the years 2023–2028 across 5 cross-cutting themes and 12 areas of action.
The document addresses physical and digital accessibility, inclusive education, independent living, healthcare, employment, housing, and public communication. Developed through an inclusive stakeholder process involving self-advocates, civil society, administration, and policymakers, the strategy reflects a shift from isolated disability services to a holistic, participatory, and rights-based approach to urban inclusion.
With clear implementation goals and monitoring cycles, it aims to embed accessibility and inclusion structurally across all departments and levels of city governance.
