The UN Convention on the Rights of Persons with Disabilities put the topics of inclusion and participation on the local political agenda. So far, however, there has been little research into how conditions conducive to participation can be developed at this level.

A particular challenge is to link the accessibility and usability of the general infrastructure with the development of social services for people with disabilities. This is seen as a central concern of participation research.
