Description

As part of the Paris 2024 Olympic and Paralympic Games, the French government launched an evaluation programme in February 2021 to assess the Games’ impact on various public policies. Among the 13 studies commissioned, one focuses specifically on accessibility.

Led by the Interministerial Delegation for the Games (DIJOP) and the Directorate for Spatial Planning, Housing, and Nature (DGALN), this study aims to evaluate how accessibility to Olympic sites and their surrounding environments has evolved for people with disabilities.

Accessibility is considered in a broad sense—covering the full mobility chain, including housing, public spaces, transport, and public buildings. The study addresses compliance with regulations as well as quality of use, taking into account the needs of people with disabilities, reduced mobility, and other specific situations (e.g., parents with strollers, elderly individuals, or non-native speakers).

Cerema has been tasked with conducting this evaluation through 2026. This report is one of the study’s deliverables and is based on document analysis and interviews with key stakeholders in the Île-de-France and Aix-Marseille-Provence regions.

The report first reviews the regulatory context and baseline situation prior to 2019, then outlines specific actions taken in preparation for the 2024 Games—covering infrastructure, equipment, organisational measures, and training initiatives.
