The Universal Accessibility Manual for the Construction Sector is a technical and educational tool designed to help professionals and site managers incorporate inclusion criteria in a practical and regulatory manner. Its main objective is to ensure that any built environment can be used by everyone independently and safely.
The manual is organised into technical fact sheets that facilitate decision-making on site. Its key elements include:
- Accessible Routes: It stipulates that there must be a continuous chain of accessibility connecting the exterior with all rooms and floors of a building without interruption.
- Specific Construction Elements: It details the use of tactile paving (with guidance and warning functions for people with visual impairments), non-slip surfaces and handrails at two heights (95 cm and 75 cm).
- Public Spaces and Street Furniture: Regulates the design of ramps, audible signals at traffic lights, inclusive playgrounds and the appropriate height of street furniture (e.g. seats at 45 cm).
- Principles of Universal Design: Based on seven basic principles: equitable use, flexibility, simple and intuitive use, perceptible information, tolerance for error, low physical effort, and appropriate dimensions for access.
- Focus on Implementation: Unlike other purely theoretical texts, this manual places special emphasis on construction details, serving as a direct guide for site managers and tradespeople.
