Description

The Motion approved by the Chamber of Deputies in May 2021 addresses the issue of accessibility in all its aspects, grounding itself primarily in the UN Convention on the Rights of Persons with Disabilities, as well as on key national and international legal frameworks concerning this area. It emphasizes that the right to accessibility is both an individual right and a fundamental 'functional' right, an essential prerequisite for enjoying all other human rights, as it allows persons with disabilities to live independently, make their own choices, and participate in all aspects of life on an equal basis with others.

Moreover, the Motion explicitly states that accessibility should be understood in the broadest possible sense, including not only physical or material accessibility but also in terms of access to information and communication. Finally, it stresses that the lack of accessibility is not only a violation of human rights but also a significant deficit for the economy, as it prevents millions of people from accessing work, generating income, and benefiting from services and goods.

The Motion commits the Government to numerous actions, detailed in 25 points. The first of these urges the Government to "adopt initiatives to collaborate with Regions and Local Authorities in conducting a survey of public buildings not in compliance with accessibility and architectural barrier removal regulations, as well as to map the municipalities that have implemented plans to eliminate architectural barriers and promote urban accessibility."

The motion also emphasises the need to ensure regular funding for Law 13/89 "to support barrier removal and accessibility in private buildings." It also includes the commitment for the Government to "ensure the functioning of a permanent inter-ministerial coordination table on accessibility, universal design, reasonable accommodation, and architectural barrier removal," guaranteeing continuous integration between different sectors and state and local administrations.

Finally, the motion requests to monitor the implementation of the National Recovery and Resilience Plan (PNRR) in order to ensure that this major investment plan considers standards that guarantee full accessibility to the physical environment, including buildings, public and private spaces, transport, as well as the virtual environment, including information and communication technologies, IT services, and other public services.
