Description
By ratifying the UN Convention on the Rights of Persons with Disabilities, the Republic of Croatia has joined the efforts of the international community to make further efforts in the field of policies towards persons with disabilities and to form a national framework for its implementation.
The National Plan for the Equalization of Opportunities for Persons with Disabilities for the period from 2021 to 2027 represents an act of strategic planning by which the Republic of Croatia continues to create a policy towards persons with disabilities, respecting the UN Convention on the Rights of Persons with Disabilities and other modern international standards as a framework for the further development of rights for persons with disabilities.
This document emphasizes equality, as a fundamental principle of all human rights and fundamental freedoms, and aims to ensure conditions for the equal enjoyment of rights and active participation of persons with disabilities in all areas of community life. Comprehensive improvement of the rights and opportunities for persons with disabilities can only be achieved through joint action by the entire system and all stakeholders and by taking the necessary measures that enable free movement, a satisfactory quality of life and independent living with a special focus on the deinstitutionalization process, social protection, the right to inclusive education, work and health care, and access to all community facilities that enable the full and effective participation of persons with disabilities in all areas of life.
In terms of realizing the rights of persons with disabilities, there is also a clear definition of the UN Sustainable Development Agenda until 2030, whose 14 goals are linked to the UN Convention on the Rights of Persons with Disabilities and its implementation.
The National Plan 2021-2027 with its goals and acts as an umbrella document that develops key policies for persons with disabilities, is their reflection and a comprehensive practical framework for confirming the highest international standards as well as achieving further progress in promoting and protecting the rights of persons with disabilities.
