Principles for digital inclusion

This publication presents a set of national principles for digital inclusion developed by the Danish Agency for Digital Government. It focuses on how increasing digitalisation of public services affects different groups in society, including persons with disabilities, older citizens, and people with limited digital skills. The document emphasises that accessibility and inclusion must be considered early in the development of digital solutions, rather than treated as a final compliance step.

The principles encourage public authorities and organisations to assess the broader consequences of digitalisation, identify potential barriers, and take responsibility for ensuring equal access to services. It highlights the risks of exclusion when digital solutions are designed without sufficient understanding of user diversity and real-life contexts. The publication provides a practical and policy-oriented framework that supports more inclusive decision-making and service design.

While grounded in the Danish public sector, the approach is relevant across Europe as it aligns with broader ambitions for inclusive digital transformation and complements technical accessibility standards such as WCAG.
