This regulation establishes requirements for the built environment considering the needs of people with disabilities, with the aim of ensuring barrier-free use of buildings by people with disabilities.

 The regulation applies to the following types of buildings or parts thereof:

• Buildings providing public services.
• Publicly accessible roads within settlements and private roads accessible to the public.
• Buildings or parts of buildings that, according to planning or design conditions, must meet the special needs of people with disabilities.
