Description
The Website Accessibility Assessment Guidelines have been developed to ensure websites comply with the accessibility requirements following Directive (EU) 2016/2102 of the European Parliament and the Council on the accessibility of websites and mobile applications of public sector bodies and the requirements specified in the Latvian national standard LVS EN 301549:2021 'Accessibility requirements for ICT products and services'. The guidelines are based on a methodology that provides a general view of website accessibility, considering the level AA recommendations of the WCAG Guidelines version 2.1.
The guidelines are intended for the website evaluation of eleven of the most important aspects of accessibility conforming with the requirements of Cabinet Regulation No. 445 of 14 July 2020, ‘Procedures by which an Institution Places Information on the Internet’. Within its framework, increased attention is paid to the four basic principles of accessibility - receptivity, operability, comprehensibility and robustness.
The guidelines include an explanation of the terms used; the methodology for the assessment of websites, including the tools necessary for carrying out the evaluation and the procedures for carrying out the assessment; an assessment instruction for websites on eleven accessibility aspects (key navigation, basic structure check, keyboard access and visual focus, form fields and error notifications, textual alternatives to images, headings, colour contrasts, text size zoom, page titles, content that moves and flashes, and multimedia (audio, video) content alternatives); next steps, additional resources and annexes. They include examples of good and bad practices from the websites of Latvian public institutions or foreign materials and provide recommendations for improving the accessibility of websites.
The guidelines have been developed within the framework of the project 'Public Administration Information and Communication Technology Architecture Management System' with ERDF funding and are available to a broad audience.
