Description

In December 2025 the Brussels-Capital Region formalised its very first common reference framework for adapted and adaptable housing, in order to guarantee equal access and independence for people with disabilities.

This guide, the result of collaboration between the accessibility sector (AccessAndGo-ABP, Atingo, Plain-Pied) and public housing stakeholders (SLRB, CityDev, Housing Fund), defines clear minimum standards for three types of housing:

  • Adapted: designed from the outset for a person in a manual or electric wheelchair, with circulation areas and structural modifications provided for these persons.
  • Adaptable: designed to be easily converted into adapted housing without affecting structural elements or technical systems.
  • In compliance with the law: meets the criteria of the Regional Urban Planning Regulations for common areas and the entrance to the dwelling, but with no guarantee of accessibility inside.

 This guide aims to provide a clear framework for:

  • designing housing that evolves with its inhabitants;
  • promoting home care rather than forced departure to an institution;
  • reducing adaptation costs through better anticipation from the design stage.
