The Vademecum ‘Accessibility and Usability of Trails: A Working Methodology’ was commissioned by Umbria Region within the framework of the initiative "Viaggio italiano – Scopri l’Italia che non Sapevi" with the support of the Ministry of Tourism, the Political Committee for Tourism and ENIT. The Vademecum was developed by FISH - FISH - Italian Federation for the Rights of Persons with Disabilities and Their Families and it represents a significant step toward ensuring accessibility to nature and cultural trails for people with disabilities, and according to Universal Design principles.
The document is structured in four different areas of intervention:
- Accessibility mapping to gather data on routes, accommodation facilities and services available along the trail;
- Information and promotion to ensure that accessibility information is clear, updated, and easily accessible;
- Structural interventions to promote physical accessibility and accessible services along the trails;
- Training of tourism operators to enhance the skills of tourism professionals and improve assistance for travellers with disabilities.
Overall, the Vademecum aims to provide an overview and guidance for anyone addressing the issue of accessibility on trails for people with disabilities and specific access requirements Rather than offering pre-packaged solutions, the Vademecum suggests the steps to initiate concrete and meaningful actions aimed at improving the experience of travellers with specific access requirements.
The suggestions provided are especially aimed at Regional authorities and public entities, trail management associations, and professionals involved in hiking and mountain guiding. The Vademecum can serve as a valuable tool providing clear guidelines that can be integrated according to the specific needs of each context.
FISH, established in 1994, is an umbrella organization comprising some of the most representative associations of people with disabilities at national level. It has a territorial structure based on regional federations across all Italian regions.
The Federation and its associates identify with the principles of the UNCRDP and support the bio-psycho-social model of disability in order to ensure non-discrimination and equal opportunities in all areas of life.
FISH collaborates with many institutional actors, such as the Italian Disability Forum (FID), to align national policies with transnational ones and ensure that the Italian disability rights movement is represented at EU and international level. FISH also works to promote long-term collaborations with national Institutions, public bodies and Universities on various disability-related issues.
