Spain launches a national protocol to improve emergency assistance for persons with disabilities

The protocol aims to ensure a harmonised response across the country, guaranteeing that every stage of emergency management—from communication to direct interaction—takes into account the needs of persons with disabilities.

Evacuation chair for persons with reduced mobility

The Spanish Directorate-General for Civil Protection and Emergencies has published the Protocol for Communication and Assistance to Persons with Disabilities in Emergency Situations, which provides instructions on how emergency services should interact with persons with disabilities to ensure their safety.

The document also emphasises the need to adopt an approach based on the social model of disability, which attributes barriers not to the individual but to the environment: lack of adaptations, limited knowledge, inappropriate attitudes or constraints inherent to the emergency context.

The initiative has been promoted by the Spanish Ministry of the Interior and the Ministry of Social Rights, Consumer Affairs and the 2030 Agenda, with the collaboration of of experts and organisations representing persons with disabilities and their families.

The protocol is available only in Spanish and can be downloaded free of cost.
