The Service Standard has been developed by the Digital Services Factory of the Department of Information Technology Services, Deputy Ministry of Research Innovation and Digital Policy in Cyprus. 

It is a comprehensive set of criteria that government digital services in Cyprus must follow to ensure they are user-friendly, accessible, and secure. 

These standards guide the development and delivery of digital services, emphasizing user needs, agile development, and continuous improvement. 

The standards promote the use of open standards and interoperability to enable seamless integration between different government systems and services, fostering a more efficient and cohesive digital ecosystem. 

Service teams, with the support of selected suppliers, collaborate to design and develop digital services in alignment with the Service Standard principles and guidelines. 

Service design centers on understanding the entire user journey and creating services that are simple, intuitive, and user-friendly. This user-centric approach prioritizes the needs of citizens and businesses in service design and delivery.

User research and testing are essential components of the DSF service delivery model. The service standard explicitly refers to accessibility and usability of services for people with disabilities. In paragraph 5 it provides requirements and further guidelines for designing inclusive and accessible services.
