OSAPS – Office de la surveillance de l’accessibilité des produits et services (Monitoring office on the accessibility of products and services) - Luxembourg

The creation of this new office is based on the implementation of the European Accessibility Act, in Luxembourg concretised by the “Law on the accessibility of products and services from March 8th 2023, to enter in force on 28.06.2025.

The missions of OSAPS consist in particular in:

1. Monitoring the conformity of products and services on the Luxembourg market;
2. Setting up appropriate control mechanisms to verify whether the exemptions from the application of accessibility requirements  provided for in the law are justified;
3.  Providing guidelines and tolls for micro enterprises;
4. Informing the public about the existence of OSAPS, its responsibilities and decisions and raising awareness about accessibility.

Products:

• Consumer hardware such as computers, smartphones and tablets and their respective operating systems;
• Payment terminals, check-in kiosks, ticket or travelcard dispensers – excluding those on board means of transport, subject to exemptions provided for by the law;
• Intelligent televisions or equipment providing  access to audiovisual services;
• e-readers.

Services:

• Electronic communications services;
• audiovisual services (video on demand, replay, etc.);
• pre-recorded time-based media (audio and/or video) available on the internet or an app, which are not considered to be archives;
• services related to the transport of passengers by air, bus, train and boat (their websites and mobile applications in particular), subject to exception provided by the law;
• e-banking, online payment and e-money platforms;
• digital books;
• e-commerce;
• the European emergency number 112 and other national emergency numbers.
