On November 30, 2021, the Ministry of Environment and Energy published the Ministerial Decision (ΥΠΕΝ/ΔΜΕΑΑΠ/110088/887) titled “Specifications, terms, and technical instructions for the preparation of 'Urban Accessibility Plans (SAP)’”, which are strategic plans aimed at determining necessary configurations, interventions, and constructions, as well as creating accessible linear routes to establish a network of accessible movements at a municipality level for basic shared and public uses.
The Ministerial Decision specifies that metropolitan centers, large and medium-sized continental municipalities, municipalities of the capitals of regional units, as well as large and medium-sized island municipalities are required to develop Urban Accessibility Plans. Additionally, in specific cases and based on documentation, a wider Processing Body can be established. For example, in island regions with multiple municipalities where SAP development is necessary for the entire island's geographical area.
Municipalities are mandated to form a Working Group responsible for preparing, drafting, and monitoring the implementation of the SAP. The Ministerial Decision also requires the Working Group to invite representatives of organizations and associations related to accessibility issues, particularly representatives of the National Confederation of Disabled Persons (NCPD) to participate in the Working Group. Regarding funding, the SAP can be financed either by the Green Fund (“PrasinoTameio”) of the Greek Ministry of Environment and Energy or the Greek National Strategic Reference Framework 2021-2027. Several Greek municipalities have already developed SAP, which are available on their respective websites.
