The Strategy aims to ensuring the full and effective participation of persons with disabilities, based on freedom of choice, in all areas of life and in an accessible and resilient environment. It provides for eight priority areas based on rights: accessibility and mobility; effective protection of the rights of persons with disabilities; employment; social protection, including rehabilitation; independent living and community inclusion, including access to public services; education; health; and political and public participation.

The European and international strategic framework to which the 2022-2027 Strategy adheres includes, among others: The Treaty on the Functioning of the European Union; The Charter of Fundamental Rights of the European Union; The Revised European Social Charter; The European Pillar of Social Rights; The 2030 Agenda for Sustainable Development; Directive (EU) 2016/2102/EC of the European Parliament and of the Council of October 26, 2016 on the accessibility of the websites and mobile applications of public sector bodies; The 2019-2023 Action Plan European e-Justice (2019/C 96/05); Directive (EU) 2019/882 of the European Parliament and of the Council of April 17, 2019 on the accessibility requirements for products and services; The European Strategy “Union of equality: Strategy for the rights of persons with disabilities 2021-2030” - COM/2021/101.
