Cookie notices are a constant nuisance, even though they exist for a good reason. Cookie notices can be particularly challenging for some persons with disabilities, because in practice, they are often a threshold for anybody who wants to enter into a new digital environment.
Interestingly, they may some other times be less of a threshold for users with disabilities than for others – for example, when they are the very last item on a web page: Non-sighted users may never notice them at all! While not very annoying, this is still a problem because these visitors may then never get the information they have a legal right to get.
In the linked report, the first fourteen pages describe the problem and some reasons behind it. It also summarizes results from a survey with 151 participants. The last two pages provide a checklist useful for anybody who is designing cookie notices and want to minimize the creation of obstacles, especially for persons with disabilities.
