This manual, to designing an accessible building, is intended for building professionals, i.e. designers, architects, contractors, interior designers, engineers, manufacturers, as well as building owners and managers who may be involved in the construction, conversion, preservation or maintenance of a public building.

In Belgium, any public building for which a building permit is needed, regardless of its function, must comply with accessibility standards. But this guide goes beyond the legislation on accessibility. Moreover, it allows the needs of certain categories of disabilities that are not or poorly represented in town planning regulations.

For all these reasons, this guide also contains a set of good practices for the construction of a public building accessible to all. It provides the keys to :

  • Draw up an accessible project on plans.
  • Draw up specifications for the elements relating to accessibility.
  • Ensure proper execution on the construction site through adequate implementation.
  • Ensure the management and maintenance of the site.
