The European Accessibility Act (EAA) requires that wherever real-time video communication is provided, Total Conversation must be supported. Total Conversation enables simultaneous exchange of real-time text (RTT), video and voice, providing inclusive and flexible communication for all.

This paper discusses the work of the project ETSI STF 674 and its development of the ETSI ES 204 009 standard on Interoperable Total Conversation. It presents performance requirements for each media modality, integration with assistive technologies, test methods for video quality, and the importance of interoperability and relay services. The implementation of Total Conversation ensures compliance with EU accessibility laws and enhances usability in a broad range of communication contexts.
