This study maps the challenges and opportunities   posed by the modernisation of transport systems to different groups of users   in terms of affordability, availability and accessibility. The user groups studied include people with disabilities and older people. 

The focus is on the engagement of user groups in the planning and delivery of transport systems, and the study notes the lack of advocacy among some groups contributes to the lack of focus on the social elements of transport planning.

The report makes recommendations about how better to engage stakeholder groups- including older people and people with disabilities in the transport planning process.
