Telecare is an innovative remote support service for elderly people and people with disabilities that makes independent living more accessible in Bulgaria. Under pilot project, 30 persons with disabilities and older persons in Sofia Municipality used Telecare service. the practices

The service includes periodic contact, monitoring the activity and status of the users and alarming in case of risk. The users give a signal via a panic button in situations of risk - in case of  deterioration of health, falls, disorientation, risk in the home environment, etc. This signal enters a monitoring center where technical expert, social workers and assistants work 24 hours, 7 days in the week. After receiving the signal, the monitoring team undertakes an action that is prearranged with the user - emergency contact, home visit, contact with G.P. or close person, or other specific response from the team. More than 70 family members and carers were affected positively by the access of their relative/ user to the service provision. 

The good practice is presented in the Handbook of Good Practices for the Implementation of the UN Convention on the Rights of People with Disabilities. (ART. 1, 2, 19 and 27), By project: "A right is not what someone gives you, and that which no one can take from you", JUST/2013/PROG/AG/4955/AD of the Ministry of Labor and Social Policy, financed by a program "Progress" of the EU.
