Since 2010 the Ministry for Digital Transformation and Civil Service – through the State Digital Administration Agency – has run a permanent Web Accessibility Observatory (OAW).
The Observatory automatically tests thousands of public-sector websites and apps against the national transposition of the Web Accessibility Directive (Royal Decree 1112/2018) and the standard UNE-EN 301 549 (WCAG 2.1).
Each “wave” generates individual diagnostic reports for every site analysed, an aggregated national report, and improvement roadmaps.
Site owners can also launch on-demand checks with the open-source OAW Tracker tool and share experiences in an online Accessibility Community. Together these services create a continuous-improvement loop that helps public bodies move from basic compliance to mature accessibility management.
The Observatory’s open methodology, public reports and free diagnostic tool have been reused by several Spanish regions and inspired similar monitoring schemes across the EU.
